This document includes all eight (8) elements that comprise the San Luis Obispo General Plan.  Included in this package are the new Land Use and Circulation Elements (LUCE) adopted by the City Council December 9, 2014.  Minor edits (for consistency) were also made to the Safety Element and the Conservation and Open Space Element.  The other elements in the General Plan were adopted at various dates in the past (as listed on the front of each element).  All elements were formatted to have a similar look (font, page headings, and so forth), but were not otherwise modified in content.

Public Hearings on LUCE and Final EIR

The Final EIR for the San Luis Obispo Land Use and Circulation Element (LUCE) Update project has been completed and is now available for public review. The Final EIR includes responses to comments that were received by the City of San Luis Obispo during the draft EIR public review period.

Click HERE for a digital copy of the Final EIR, including all comments and responses. A print copy of the FEIR is available for review at the City-County Library (995 Palm Street), and at the Community Development Department, 919 Palm Street, San Luis Obispo.

Consideration of the Final EIR and the updated Land Use and Circulation Elements is scheduled for the following Planning Commission and City Council meetings:

Future Fair 4 (May 31, 2014)

The City of San Luis Obispo hosted the sixth and final community workshop on the development of the General Plan Land Use and Circulation Elements (LUCE) update.  The objectives of the workshop were as follows.

Objective 1:
Provide information on the Program Environmental Impact Report and how to review and provide comments.

Objective 2:
Provide a look at analytical studies that were conducted for the LUCE update, including results from the circulation analysis.

Future Fair 3 (December 7, 2013)

The City of San Luis Obispo hosted the fifth in a series of six community workshops on the development of the General Plan Land Use and Circulation Elements (LUCE) update. This workshop, referred to as Future Fair 3, was held at the City/County Library (995 Palm Street) and ran from 1:00 to 5:00 pm. Approximately 125 community members, City Council members, Planning Commissioners, and the Land Use and Circulation Element Task Force (TF‐LUCE) members attended the workshop, supported by City staff and members of the consulting team.

The Future Fair focus was to look FORWARD to the City's future development and evolution as it applies to Land Use and Circulation. The objectives of the workshop were as follows. 

Objective 1:
Update the community on the current status of the Land Use and Circulation Alternatives and policy updates.

Objective 2:
Introduce the community to the Environmental Impact Report process and the associated Notice of Preparation.

This workshop was held at the City/County Library (995 Palm Street) and ran from 1:00 to 5:00 pm. Over 130 community members, City Council members, Planning Commissioners, and the Land Use and Circulation Element Task Force (TF-LUCE) members attended the workshop, supported by City staff and members of the consulting team. About six persons living outside of San Luis Obispo also attended.

The Future Fair focus was to look FORWARD to the City's future development and evolution as it applies to Land Use and Circulation.

Future Fair (December 1, 2012)

On Saturday, December 1st between 1 and 5 PM at the City-County Library, the City of San Luis Obispo held the third public workshop on the Update of the Land Use and Circulation Elements for the City's General Plan.  Over 120 persons attended the workshop and engaged in activities designed to establish a vision for the future of San Luis Obispo.  During the Future Fair, participants could:

  1. provide input on the principles that will guide the Update
  2. work with our planners to "reimagine" the future of several key areas around the community, and
  3. provide your input on circulation improvements and priorities.

The input received will be used to develop a set of land use and circulation alternatives that will be used to guide the development of the General Plan Update and improve and enhance our community.

Public Workshop 2 (September 27, 2012)

The City of San Luis Obispo and the Task Force for the Land Use and Circulation Element (TF-LUCE) hosted the second in a series of community workshop on the development of the Land Use and Circulation Elements Update. The workshop was held at the Ludwick Center Gym, starting at 6 PM. About 40 community members and a majority of the TF-LUCE members were present at the workshop, supported by City staff and members of the consulting team.

The objective of the workshop was to collect/refine community input on issues and opportunities associated with six key topic areas. This information will be used to guide development of alternatives in later phases.

The six topics used at the workshop were developed based on the community survey, neighborhood workshops and TF-LUCE inputs. The six topic areas were:

  1. Creative Reuse of Land
  2. Downtown
  3. Motorized Circulation
  4. Non-Motorized Circulation
  5. New Growth Areas
  6. Community Amenities

Public Workshop 1 (May 16, 2012)

On May 16, 2012, almost 100 people met at the Monday Club to attend and participate in the first Community Workshop held for the San Luis Obispo Land Use and Circulation Elements Update. The purpose of this workshop was to:

  • Provide an overview of the Update process,
  • Describe opportunities for public involvement throughout the Update process, and
  • Hold small group discussions designed to gain a better perspective on San Luis Obispo neighborhoods.

The City of San Luis recognizes the importance of a multi-level outreach program that successfully engages the broad demographic spectrum of San Luis Obispo residents and businesses. We have designed an outreach plan that lets people communicate with us in the ways they are most comfortable and provides a transparent process that validates the input given.

We Want to Hear Your Ideas

Over the next few years, we’ll be asking for your idea and comments using online and mailed polls, interactive town hall meetings and variety of other ways to make it easy for you to tell us what you think.

Meetings and Workshops

Over the next several years we will be holding a series of public workshops to talk about various options for land use and circulation.  In addition, our Advisory Committee, the TF-LUCE, will be holding meetings to dig a little deeper into specific issues.  (Click here for more information on the TF-LUCE). Of course all meetings are open to the public but if you miss one don’t worry. We’ll be posting all meeting agendas, materials and minutes online so can keep track of the process.

Look for us at local community meetings and events including the SLO Farmers Markets.  We’ll also be working closely with local news media in the area to get the word out about the Update and ways people can participate.
